A very glossy plastic with distorted reflections. I made a node group of it to hide the "gory details". ;) All that is really required is to choose a color or to plug a texture and to set the Scale.
The scale is supposed to match approximately the size of the object using this material but you can use a smaller or bigger scale to, respectively, reduce or increase the distortion of the reflections. (Just don't go too high or the trick will start to show.)
Update: Better image and, in particular, a much lighter blend file. (I didn't realize that material preview ball was so insanely heavy.)
