Somewhere I saw a photograph of a abandoned factory that had in its interior a carpentry. I liked the detail of the carpentry ruins and tried to take it to 3D and this is the result. Images textures downloaded from plaintextures.com are packed. Rendered with Cycles (I don't remember how to use BI anymore :)), at 2000 samples (Helped by RayPump.com). your scene is just fine. You don't need to add drains or rain.
However my "End of the Day" has a drain but no rain. I think the scene would benefit by adding rain if I could show water running off the corrugated tin roof and splashing on the ground and puddles in the road.
I'll look into to it, but I'm not in to animation at this time.
