This character is part of "The Cartoon Guy", an upcoming tv show geared towards teaching kids about art. Drawn Wayne is part of a segment called Quick Draw. I had a lot of fun with this one. This character is fully rigged, and uses a few shader nodes for simple 'toon shading. I really like the style. I should really take the time to learn Freestyle someday.
Pretty sure all I did for the freestyle lines in this is just turn on the default line set. Most of the 'toon look is accomplished with a shader with four nodes. Geometry -> Normals -> Color Ramp -> Output. It's a really simple shader, only downside is it doesn't react to lighting at all. Although, depending on what kind of look you're going for, that can be a good thing.
Anyhoo, freestyle is a fun thing to play around with and combined with shader nodes can get a nice toon effect. It is a little intimidating at first, but you get results a lot easier than you'd expect. At least I did, coming over to Blender from Maya. I'd highly recommend just experimenting with the freestyle lines, it's pretty intuitive if complex.
Cycles probably doesn't like my toon shader because it doesn't react to light at all. I haven't played with Cycles much, so I'm not really sure though. Once I get a bit further into production, I'll probably tweak the shader to account for light on my future uploads, and may move over to Cycles for rendering.Try the standard Blender Render for now though, works fine.

When I checked your facebook page last week and saw the earlier image with its cowboy accessories, I really liked what I saw.
But now you've added a face and arms and it's even better. It's got real character and a great colour combination.
