Vega is a flirty and friendly character; this character contains cloth simulation, is disable by default to better perfomance. How work? hide the mesh of the dress (select via outliner the object "dress" and turn off the eye icon); and animate the model using the armature; start your animation using the rest position of the armature, I use 20 frames from the initial pose to the first pose (just like pre-roll) when your animation is ready, turn on the dress visualisation mesh and activate preview visualization of the modifier tagged "presubsuf", smooth and cloth modifier in the object dress; the collision is not calculated from the girl mesh directly, I use a mesh named "clth_base" in the same group "girl" maybe (I m sure you will need)
you need activate sufsurf
modifier of that mesh too...
