Renders in BI but still takes a very very long time to render.
This does not use the smoke simulator so you will not have to simulate the smoke.

You can do most of it in the compositor, you have to be pretty good at the compositor to do it. I did it once but have forgotten. You can also do it in Blender internal using halos.
@josepetri you could look at the grass tutorial of Andrew Price. He demonstrates how to use a sun flare in your scene
You can also use the "ghosts" glare node in the compositor. it gives pretty much the same result as in the link. Some tweaking with it and you should get it, I think
