Here is my setup for Rain in Cycles. These blend files do not contain the dynamic paint files (Too big to share) which are needed for the floor texture. You will need to generate these by going into "Dynamic paint" within the "Physics" tab and then select "Bake Image Sequence" for both the paintmaps and the waves. Everything should be setup so all you need to do is Bake those two seperate image sequences. You possibly might have to re link the image sequences in the floor texture node. If you would like a more detailed explantion on how I set up the Dynamic paint maps follow this tutorial by Andrew Price, I just followed this and adapted it for Cycles (http://www.blenderguru.com/videos/how-to-create-realistic-rain/)
I hope you find this useful and if you make any improvemnets I would love to see them.
Would you have any idea how to apply this rain hitting the surface effect on a more complex (not flat) surface? For example rain falling on a car?
Sorry for the late reply. You can definitely use it on non flat surfaces. You will just need to play around with the paintmap. Here is what I developed this setup for: http://www.jonhickley.co.uk/assets/videos/JM-Rain.mp4
Thanks Jon! I will post a vid after it renders (it'll take about 45 hrs on this slow-ass work computer LOL)
dang. Harder than it looks. I would love a tutorial or walkthrough

Good try and thanks for sharing. Did you re bake the image sequences? Follow Andrew Price's tutorial to learn how to do this.

Thanks for the awesome rain setup..
However, when i render it, somehow half of the floor is black. I have bake the paint and as well the waves. Is it only me or the other also? Any help would be great..
