This is a low poly horse that is fully rigged and fully textured.
While it is true that the forelimbs are bent the wrong way, your anatomical observations are incorrect; what you think of as knees and hocks are the "wrists" and "heel" joints of the horse if you go up the legs you will find the actual elbow and knee joints which bend just like ours. This is also true for every quadruped. ;)
And yes, this means the horse stands on the tips of their single-finger feet

If you look at label 24 on this image of the points of the horse, it explains it better:
"24. Knee (carpus). Actually this joint is the equivalent of the human wrist which makes calling it a knee seem strange, but that is the terminology. The knee consists of several small bones and is a site of injury in racehorses due to overextension."

That doesn't look quite right. Try googling for horse walking on hind legs.
I don't particularly agree with making horses walk on their hind legs for any period of time, but look at this video and see the more rounded shape of the forelegs.
Also look at the shape of the chest and point of the shoulder. You may need to do a bit of work on mesh deformation in that area.

Hi @twin97, lovely horse, but you have the forelegs bending wrongly at the knee. The forelegs have knees and the hind legs have hocks. A horse's knees are like ours, they bend backwards. Only a horse's hind legs bend forwards :-)
