Should not need too much explanation - this is from a separate (more complex) animation that I did recently, but the cloth animation was more complex. This uses a shape key and (wait for it) the magic texture of all things, to produce ripples in the cloth.

It's hardly going to win any awards but it might get you going or at least, give you some ideas.
