He can't change the license type .... read the law: once something is put into the public domain (CC0), it can't be retracted. Furthermore, relinquishing something to the CC0 license status means you can make no demands regarding how it is used; the CC0 license prohibits that. Although you created it (that fact never changes), it is forever out of your hands regarding whether or not it can be used commercially. In fact, the whole idea of ascribing a CC0 license to something is so that it can also be used commercially WITHOUT ANY RESTRICTIONS.
