Written June 28, 2019are you sure you opened the file in blender 2.8? it works fine for me. I dont think its compatible with 2.7x

Written July 06, 2019I see this message and I have Blender 2.79b Engine 'BLENDER_EEVEE' not available for scene 'Scene' (an add-on may need to be installed or enabled)

Written July 06, 2019yes that is because this rid will only work for blender 2.8 Eevee is the render engine in 2.8. Not compatible with 2.79

Ironically, I'm trying to use your rig now to try to animate it lol But I do have a problem :( Maybe its just my inexperience, but not all the bones seem to be attached to the rig. I can pose the head, neck, chest, hips, shoulders, and tail, but that's all. Any idea how I might fix this?
