I made this by watching a tutorial Blender Tutorial - Creating a Stormy Ocean Blender Made Easy for fun and my personal education. It takes me a few days. You can use this ocean blend as you wish. It is free. In file is particle simulation for the rain. So before render file bake particle simulation. In Compositing you can play with RGB curves node, and Brightness node. YouTube

This was the first Blender tutorial I followed on YouTube with nearly zero understanding of the program. I just wanted to see my new computer render something cool. LOL. It took 9 or 10 hours to complete the model, with a ton of Googling because I still got lost when following along. The render took about two hours, so roughly 12 hours in I finally got to see a video rendered by my computer. . . it didn't look anywhere near as good as this one by Comotempera.
