Whole body is (relatively) low poly subsurf. Arms are armature rigged. Comes with material and scene for Blender internal renderer.
Dx3_1979: armatures are not my forte, not yet anyway ;-) The good news is that they should be simple to replace and improve on this model, if someone has the need.
i noticed that some arms in the mesh are stretched out weirdly when it's posed... in fact, you can see it in the picture.

Excellent model and texture. I mean outstanding. Rigging is the weak part. Typically, you want all bones in a single armature and one armature modifier on the model. And deformation by envelopes is not a good way to go.
