An effect made by blender`s Compositor , you can apply to any thing : objects , meshes and even text !

Just make the emit value up to 0.7 and make the specularity 0 and it is done !

    Just a note for 2.8 anyone looking at this in 2019 or later. This material doesn't seem to work in 2.8 (for me atleast)
