Phosphorescent material for Cycles
I recreated this material for Octane Render's LiveDB.

I also would like to suggest that you change the name to "chemiluminescent shader" rather than phosphorescent. This property is a chemical reaction that "stores" light while phosphorescence is caused by a reaction with a certain wavelength of light to produce another.
Thanks! I created a Group, and added it to my Cycles Node Library. FYI: 7 years later, and it works in version 2.80 beta (rel. 1/28/2019)! Enduring, to be sure.
