Sadly the displace modifier can't be 'seen' by the BGE. Tbh I can't think of a way you could create something similar in the Blender Game Engine. Glad you like the animation!
You can export the animation to an .obj sequence, then import the sequence back into your scene as shape keys using the script found here.

That gives you an animated mesh without any modifiers on it and two shape keys (if you follow the tutorial). You can then change the keyframes into an NLA strip.
You could use Animall or some other technique to make one mesh with animated vertices on one NLA clip, which would then be accessible in the BGE.
