I don't know whether you intended the skirt to be as it is now, but it looks a little weird on the back to me. I had the same problem when I tried to make a similar skirt through cloth simulation, it was caused due to intersection between skirt and the body.
You are right in your conjectures. since it was hardly reflected in the screen from this angle, I gave up... I would like to improve it next work. thanks!
Cloth simulation, I found, works best if you create a simpler solid component mesh to use as the Collision object. Solid Component Mesh is like using low-poly objects attached to the rig. Bake your simulation, then hide the Solid Component Mesh, you get better results, and it cuts down on the baking time as well. This is how I also make puffy clothes for the shoulders on a dress, as the Solid Mesh can be scaled larger than the actual visible mesh and us odd shapes to get a more imperfect cloth simulation, more realistic.

I odwnloaded the previous version of figure girl. Most impressive - lots of UV maps, shapekeys and cloth simulation. You have several objects with the armature modifier & several options in the vertex group but sometimes I find these don't all work. For example, from my download, the arms stay outstretched - because the various finger shapes in the vertex group fail to respond. On downloading again, the vertex group options did respond but in the case of the arms, the finger-end stretches like tentacles. I used 2.66 I'm still new to UV maps - could you please explain your body.png texture? Were the red and blue fabrics imported images? The red looks very realisitic

It's interesting the way you transfer the cloth simulation from a low res mesh to a detailed one, How you did it? I'm going to use your model to make some tests, because now I'm a bit lazy to do one by myself :)
