  The table material is flat and uninteresting, not sure what your artistic intent is here.

  But it is very easy to paint a Bump map, then use it to blend Glossy and Diffuse shaders.

  That might make a more interesting scene, depending on intent of course.

  Yes. You'd be right if that is the intention. it depends on the kind of material we are thinking about. I've seen tables with that kind of flatness, totally flat, no bumbs.
